Guide to the main administrative formalities you can carry out at the Town Hall
Copies of certificates can only be requested by Internet if they were issued in Clermont-Ferrand: copies of birth, marriage and death certificates.
Note: these documents will be sent to you by post and not via the Internet.
Permission to leave France
(for minors). Free.
Apply at the town hall closest to home.
Bring your livret de famille (family book), the child’s national identity card, proof of address, as well as divorce decree (depending on family circumstances).
National Identity Card
Apply at the town hall closest to home.
Free. This can be obtained by supplying a birth certificate including both parents’ date and place of birth, 2 identical identity black and white or colour photographs (taken against a clear background), recent proof of address, the old identity card or declaration of loss, if required.
The national identity card is valid for 10 years. For a minor, where one of the parents was born abroad, provide a nationality certificate (certificat de nationalité), available from the Tribunal d’Instance.
Certificat de concubinage (Certificate of cohabitation)
Free. Provide identification for both concubines, proof of address, in the presence of two witnesses. Identification for both witnesses. There must be no family connection between the witnesses and the concubines.

Registration of Birth
Free. Town Hall of the place of birth. Provide medical birth certificate, livret de famille (family book) or national identity card. This must be done within 3 days of birth, including the day of birth itself.
Copy of birth certificate
Free. Prepaid envelope. Town hall of place of birth. Provide date of birth, relationship (son/daughter of... and of ...). It is essential to provide the family connection with the certificate required, but also the parents’ first names and surnames.

Copy of wedding certificate
Free. Prepaid envelope. Apply at the town hall where the marriage was celebrated. Provide the date of marriage and the spouses’ first names and surnames. It is essential to provide the family connection with the certificate required, but also the parents’ first names and surnames.

Copy of death certificate
Free. Prepaid envelope. Town Hall of the deceased’s death or residence. Provide the date of death, first names and surnames of the deceased. Can be provided to any petitioner.

Passport
Available from the town hall closest to home. Provide a copy of your birth certificate, 2 identical identity black and white or colour photographs (taken against a clear background), proof of address and fiscal stamps to the value of €60.
- When requesting a passport for the first time, you must provide the identity card or any other document bearing your photo.
- When renewing, provide your old passport. Validity: 10 years for an adult, 5 years for a child. For minors, price €30. A passport is only compulsory from the age of 18.
Registration on the electoral roll
Before the 31 December each year, to be able to vote from 1 March the following year. To be able to vote, you must be aged 18, with French nationality, have the civil and political right to vote and be registered on the electoral roll. To do so, contact the Town Hall:
- either in the commune where you are living or have had your main residence for at least six months.
- or in a commune where you are registered and to which you have been paying your communal taxes for at least five years.
Present identification and proof of residence or tax if applicable.

Citizens of European Union countries can take part in European Parliament and municipal elections. They can register with the electoral department by presenting their Carte de Séjour (residence permit), their national identity card or their passport, along with proof of residence.
Other administrative departments
Carte grise (vehicle registration document)
Préfecture or sous-préfecture. Proof of ownership required in all cases, except for change of residence, damaged carte grise, certificate of transfer or request for registration, vehicle test on vehicles more than 4 years old. Price varies according to department, power for tax purposes and the first date of registration.
Change of address free of charge. Must be done within a month of change of address. Provide the registration request, the carte grise and the identity card of the carte grise holder.
